Continuing Education and Pahinungod

History and Background

The Office of Continuing Education and Pahinungod (OCEP) was created in October 2002 with the merging of Office of Extension Services and Continuing Education (OESCE) and Ugnayan ng Pahinungod. Its function is to coordinate, assist, monitor and evaluate all extension, continuing education and community outreach programs of the college.


A center for regional development committed to the promotion of lifelong learning volunteerism.

  • To develop and provide relevant and excellent continuing education programs to various clienteles; and,
  • To extend community-oriented service to marginalized sectors in the region.
Goals and Objectives
  • To tap, select, train and nurture a pool of experts, resource persons and technical pesonnel to develop and sustain OCEP programs;
  • To generate funds through the offering of OCEP programs;
  • To establish linkages with public and private institutions;
  • To identify and train clients/ beneficiaries in line with the programs/ offered; and,
  • To develop a deeper sense of social consciousness and responsibility among clienteles as agents of change.
Programs and Activities

Gurong Pahinungod (GP) Program

The Gurong Pahinungod (GP) Program is an educational development undertaking that deploys UP graduates who serve as volunteer teachers for one school year (ten months) in underserved public schools in remote and/or economically depressed communities. A collaborative effort of the Department of Education (DepEd) and the University of the Philippines (UP), through the Ugnayan ng Pahinungod, GP was created through a three-year memorandum of agreement that was signed in 1998 and renewed in 2001 and 2004.


The goal of the GP Program is to complement DepEd vision of providing quality basic education in underserved public schools, in support of UP’s commitment to promote quality education at all levels.


To field Gurong Pahinungod (GPs) or UP volunteer teachers in underserved public schools. The GPs serve teachers for one school year and:

  • handle classes and teach subjects related to their expertise;
  • share with fellow teachers their knowledge and skills on innovative teaching styles and areas of specialization;
  • assist in extra-curricular activities of the school; 
  • initiate and facilitate educational or development activities in their assigned communities; and,
  • help enhance the growth of GP volunteers as community educators and development facilitators.

2 Areas/Schools Served

San Agustin National High School in Madridejos, Cebu (A.Y. 2005-2006)
A rural public high school located in Barangay San Agustin, Madridejos, Bantayan island, Cebu it has a population of around 600 students and eight (8) teachers including two GP volunteers. The student per teacher ratio is 1:65 with at least two sections per level.

Patao National HIgh School in Barangay Patao, Bantayan, Cebu (A.Y. 2006-2007)
For the school year 2006-07, the GP program transferred to a new school in the area. UP Cebu is now serving Patao National High School, a newly opened rural public school in BarangayPatao, Bantayan, Cebu. The school has a population of more than 400 students in two year level (1st and 2nd year) and five (5) teachers
