Responding to the need of the education sector to keep abreast with 4.0 Industrial Revolution, Dr. Vilbar challenged the participants to develop a research agenda addressing the 4.0 Revolution in his Plenary Speech at the Regional Research Conference on 23 August 2019 at the University of the Visayas Main, Cebu City.

In his paper entitled, “The Role of Local Identity and Global Citizenship in Education towards/in the 4.0 Industrial Revolution”, Vilbar shared his collaborative research with his colleagues and high school students onproduction of localized coursewarefor sustainable development, assistive technology, and reciprocated international service learning to more than 300 participants from Visayas and Mindanao.

He discussed the four key traits of globally-competent students that the academe needs to develop according to the Organization for Economic Cooperation and Development: (1) They investigate the world beyond their immediate environment by examining issues of local, global and cultural significance; (2) They recognize and appreciate world views (3) They communicate ideas effectively with diverse audiences; (4) They take action for collective well-being and sustainable development both locally and globally.
